AS EDUCATOR:
The first school of Rumang-ay was
opened in 1916. Federico G. Navarro and Mrs. Gregoria Onza
Navarro were the first teachers. This couple led the
construction of schools houses hand in hand with Mr. Francisco
Torres, Municipal Councilor of Buguey, who requested for the
opening of a public school at Rumang-ay until Councilor
Francisco Torres became the first Filipino Governor of Cagayan.
They continued to work together until a complete elementary
school was established.
AS RETIREE AND
LEADER
Worked as a farmer and as fisherman,
and organized the farmers and fisherman’s, organization “NAMNAMA”.
He led them to adopt a better way of farming and fishing.
Safiao was introduced and he became one of the owners. He also
became a concessionaire to earn a living.
AS POLITICIAN:
Leader, Founder of Gonzaga High School now Cagayan State
University and Father of Sta. Ana
Federico Navarro was elected Mayor of
Gonzaga in 1940 until the outbreak of World War II in December
1941. After World War II, he became again the Mayor of Gonzaga
from 1946 to 1947. He founded the Gonzaga High School, now
Cagayan State University at Gonzaga with the cooperation of the
late Ex-Mayor Ceasario Peralta, Sr., the late Cayetano B. de la
Cruz, the landowner of the school site, including the whole
populace of the town and the Gonzaga Elementary School
Principal, Francisco Acquelizan. In 1947-1948, the school was
opened with first and second year classes to start with. Through
his efforts and initiative, complete science equipment and books
were purchased to meet the requirements in the opening of a
public high school.
AS PROVINCIAL BOARD MEMBER
of Cagayan in 1948 to 1954, Federico Navarro tried his very
best to be a good leader. He was a man of action and the
founder and Father of Sta. Ana.
A PHILANTHROPIST :
Lacay Dicong as was fondly called by his friends and colleagues
was a great philanthropist. He helped many people in their
schooling who became successful in their chosen professions. He
extended readily moral, spiritual and material support to the
needy.
Federico Navarro
had eight children with the first wife, Gregoria Onza and one
with the second wife,
Guadalupe Dayag.
Constantina O. Navarro was married to Mario Gonzales. She
was an Elem School Teacher, retired at the
age of sixty five (65) and died on December 24, 1999.
`
Andres O. Navarro, a Mechanical Engineer, worked in Cebu
together with his wife Lourdes Recolizado.
Lailo O. Navarro was married to Pedro Reototar. She is a
retired teacher and presently residing in 17
Macanaya st. Pasong Tamo, Tandang Sora, Quezon City.
Lilio D. Navarro, a Marine Engineer married Plaring of
Zamboanga and were graced with two daughters.
Laura, Valentine, Virginia and Virgilio and Federico Jr.
died during their childhood.
Finally, God called him to retire and rest forever on August
21, 1980.
